Professional Regulation Webpage Updates   

In an ongoing commitment to enhancing transparency and ensuring current, relevant information is available, the College of Pharmacists of Manitoba (CPhM) has updated the language around its regulatory framework. The term “self-regulation,” traditionally used to describe the system of regulation that grants the privilege and responsibility of professionals to regulate the profession, has been replaced with “professional regulation.” This change aligns with the broader trend across Canada to adopt more modern terminology and underscores a stronger emphasis on public participation in the regulatory process. 

The term “professional regulation” better reflects recent revisions to the governance framework which emphasizes the public’s representation and participation of the public in every aspect of CPhM governance.  This update reinforces council’s commitment to transparent and accountable regulation, ensuring that the focus remains on the public’s best interest.

Stay Prepared for New Reporting Requirements on Ownership and Management Changes  

Starting January 1, 2025, pharmacies will be required to report changes in ownership or pharmacy manager within seven days, as part of the College of Pharmacists of Manitoba’s (CPhM) new policy. Failure to report changes within the required time period as outlined in the Act and Regulation will result in a ‘Failure to file’ fee. This ensures that all pharmacists and pharmacies comply with provincial regulations and maintains up-to-date records with CPhM. 

It’s important to be prepared for this change by understanding the reporting process, gathering the necessary documentation (such as the file share summary from the Manitoba Companies Office), and ensuring that reports are submitted within the designated timeframe. 

Failing to meet the new reporting deadline will result in the fee, so plan ahead to ensure compliance. Council Decision to Maintain Appointments Process to Select Council Members   

At the May 2024 College of Pharmacists of Manitoba (CPhM) Annual General Meeting, a motion from the floor was brought forward for consideration: 

“That the College work to re-instate member voting for pharmacist representatives on council, reversing the system of appointments instituted in 2024, to be in place for 2025.” 

The motion was carried: 29 in favour / 22 against / 5 abstained. 

Council addressed the motion at its meeting in June 2024.  After carefully reviewing the research conducted by various committees throughout the governance reform project, and the feedback received during the consultations held in conjunction with the bylaw revisions, the Council made the unanimous decision to maintain the appointment process for council member selection. 

The appointments process CPhM has in place to select council members follows regulatory best practices. Competency-based appointments ensure council has knowledge, skills, experience, and attributes to make evidence-informed decisions in the public interest.  Further, appointments allow for thorough consideration of cultural, regional, and practice diversity, with every effort made to ensure council composition represents a broad range of ethnic, geographical, and workplace perspectives. 

Council is committed to its work as the governing stewards of the pharmacy regulator.  Through continuous quality improvement of its governance framework, grounded in regulatory best practice, the Council endeavours to enhance its transparency and accountability to the public, and avoid professional advocacy and activities that may be perceived as advocating for the profession; this is fundamental to maintaining public confidence and serving the public interest.  Council is confident that it has robust processes that promote accountability, competence, and diversity in selecting council members and avoid conflict of interest.

Advancing Equity in Pharmacy: Mandatory Learning Activity for 2025   

The College of Pharmacists of Manitoba (CPhM) is excited to announce the upcoming mandatory professional development activity for 2025: Advancing Equity in Pharmacy: Supporting Gender Diversity and 2SLGBTQ+ Patients. This webinar, developed by the Rainbow Resource Centre, will provide pharmacy professionals with essential knowledge and skills to create inclusive, equitable environments for patients and colleagues.   

 Key Details:   

  • Wednesday, February 5, 2025 (evening session) 
  • Live webinar (recording available on the Registrant Portal for those unable to attend)  
  • Presented by Romeo Gauthier (They/Them), Training and Education Coordinator (Seniors and Healthcare), Rainbow Resource Centre   

Learning Objectives: 

  • Understand the distinctions between sex assigned at birth, gender identity, gender expression, attraction, and cultural identities. 
  • Recognize systems of oppression and the unique challenges faced by gender-diverse individuals.  
  • Develop practical skills and communication strategies for interacting with 2SLGBTQ+ patients and colleagues. 
  • Learn how to implement inclusive policies and practices in pharmacy settings.

This mandatory learning activity is an opportunity to grow professionally and support meaningful change within pharmacy practice to advance equity and foster inclusivity. 

CPhM Office Schedule During Holiday Season    

The College of Pharmacists of Manitoba (CPhM) will observe the following holiday schedule:      

  • Closed Wednesday, December 25, 2024, through Wednesday, January 1, 2025.   
  • Regular office hours resume on Thursday, January 2, 2025, from 8:30 a.m. to 4:30 p.m.       

Documents may be left in the black deposit box to the left of the main entrance. Email is the most efficient means by which to contact staff. Thank you for your kind attention and cooperation.
