The Director of Policy and Legislation is a strategic leadership position within the College of Pharmacists of Manitoba (CPhM). The Director will play a crucial role in shaping the regulatory landscape by directing strategies to develop, implement and maintain CPhM regulatory and governance frameworks.
Reporting to the Registrar and Chief Executive Officer, the Director is responsible for overseeing and directing all aspects of policy development and legislative initiatives to support CPhM’s mandate of serving and protecting the public interest. The Director of Policy and Legislation will work closely with the broader CPhM staff team, providing subject matter experience and advice across all functional areas to support the implementation of processes, improved practices and tools aligned with CPhM’s policy development. The ideal candidate must possess excellent communication skills with a proven track record in policy development and is comfortable working in collaboration with all departments while fostering a positive work environment that enables the engagement of all team members.
As the Director of Policy and Legislation, you will:
- Lead the development, implementation, and evaluation of comprehensive policies and procedures that align with CPhM’s strategic goals and objectives.
- Analyze trends, direction, and regulatory best-practice; evaluate existing services/programs and delivery models, identify issues; analyze and synthesize research and related evaluation materials, people of interest consultations; plan implementation and measure system outcomes/indicators.
- Use evidence and data analysis to support decision-making, policy development, and program implementation, including establishing metrics that reflect system and professional practice outcomes.
- Coordinate staff efforts to prepare and submit applications for regulation changes to the government according to Council initiatives, including analyzing research and providing assistance and support to Ministry staff members to maximize the opportunity for government approval.
- Analyze and evaluate regulatory bodies’ policy proposals from a best practice perspective and identify both current and emerging issues that require legislative reform or policy response.
- Continually examine work processes and explore opportunities to improve efficiencies through technology and streamlining workflow processes.
- Lead, manage and coordinate assigned projects to conceptualize, plan, develop, and recommend policy and evaluation, analytics, standards, metrics, and implementation frameworks for the College.
- In conjunction with senior management, recruit, train, and direct staff who contribute to policy and legislation.
- Represent CPhM in consultations, committees, and public forums to advocate for the interests of the College and the public it serves.
You and Your Experience:
- Graduate degree in a related field such as Public Administration, Health Policy and/or Public Policy, or a Juris Doctor degree from a recognized Faculty of Law.
- Five years’ experience in public policy or professional regulatory environment, preferably in the healthcare or pharmaceutical sector.
- Advanced knowledge of Administrative Law and regulation of self-governing professionals.
- Advanced knowledge and experience in policy development and analysis.
- Experience interpreting legal and regulatory requirements, with the legislative review, policy development, and assessment of regulatory options to mitigate organizational risk, preferably in the context of health profession regulation.
- Knowledge of pharmacy-related legislation is an asset.
- Superior project management, verbal, and written communication skills with the ability to present complex ideas clearly and concisely.
- Excellent analytical and critical thinking skills, with the ability to synthesize complex information and make sound decisions.
