CPhM Strategic Plan Series: Preparing for and Shaping Legislative Changes 

The second strategic priority of the College of Pharmacists of Manitoba’s 2025-2027 Strategic Plan focuses on preparing for and shaping legislative changes that modernize pharmacy regulation and better align with Manitoba’s evolving healthcare landscape. 

Pharmacy practice in Manitoba is set to undergo significant legislative transformation, including the transition to the Regulated Health Professions Act (RHPA). CPhM aims to play a proactive role in shaping these changes to ensure public safety and equitable access to care. 

Key initiatives include: 

  • RHPA Transition Preparation: Committing resources to prepare for future legislative reform that will bring CPhM under the RHPA. 
  • Pharmacy Technician Regulation: Planning for the regulation of pharmacy technicians as regulated health professionals. 
  • Modernizing Pharmacist Regulation: Developing a revised regulatory framework that allows pharmacists a full scope of practice to better serve emerging healthcare needs.
  • Workforce Issues Identification: Addressing key issues related to the pharmacy workforce to better serve the public interest.

As with all strategic priorities, DEIB+A principles will be woven into each initiative to ensure legislative changes reflect the diverse needs of Manitoba’s population.

Ensuring Access to Naloxone

Naloxone is a life-saving drug that can temporarily reverse the effects of an opioid overdose, saving the lives of hundreds of Manitobans. Ensuring access to naloxone is important in protecting the well-being of people living in Manitoba and pharmacy professionals are key to this effort. As stated in the Canadian National Consensus Guidelines for Naloxone Prescribing by Pharmacists, all patients receiving an opioid should also receive a take-home naloxone kit and counselling from the pharmacist on proper use.    

Individuals who may benefit from a take home naloxone (THN) kit include:   

  • All individuals who use opioids, both prescription and non-prescription, for legitimate medical purposes and for recreational purposes;    
  • Individuals identified by the above group as the person most likely to be present if they were to overdose (e.g., partners, family, friends, roommates); and    
  • Any person who knows an opioid user and would like to be prepared in the event of an accidental overdose.    

In Manitoba, naloxone products intended for use in opioid overdose are unscheduled. Free take-home naloxone kits are available to members of the public who are at risk of opioid overdose, and family or friends who may witness opioid toxicity. Naloxone (including intranasal form) may be covered by third party plans and is available for free for First Nations and Inuit clients covered by the federal Non-Insured Health Benefits Program.   

Please be reminded that as an unscheduled product, pharmacists can prescribe these products in order for patients to be eligible for third party coverage.  Note all prescribing requirements are applicable. Please refer to the coverage provider for more information on reimbursement requirements.  

Register Today: CPhM 2025 Annual General Meeting 

The College of Pharmacists of Manitoba (CPhM) will hold its 147th Annual General Meeting (AGM) on Tuesday, May 13, 2025, beginning at 7:00 p.m.  

The AGM is a virtual event and will be held by webinar. You must register in advance to attend.
