Authorization Required for Performing Expanded Scope Activities
The College of Pharmacists of Manitoba (CPhM) has been notified of instances where a registrant is performing expanded scope activities, without authorization from CPhM.
Currently, upon completion of the required educational training and an approved application with CPhM, a registrant may receive authorization to:
- Administer drugs and vaccines by injection
- Prescribe a drug included in Schedule 3 to the Pharmaceutical Regulation for Self-Limiting Conditions (not including smoking cessation)
- Prescribe a drug included in Schedule 3 to the Pharmaceutical Regulation for Smoking Cessation
- Prescribe a drug for Uncomplicated Cystitis
- Order Laboratory Tests (not fully implemented)
The process for obtaining authorization for an expanded scope activity as identified above is a three-part process:
- In addition to other requirements that may apply for the expanded scope activity, the pharmacist must complete the required educational activities.
- An application for authorization of the expanded scope activity must be submitted to the College for review and approval.
- Providing successful fulfillment of all the requirements, the registrant will be notified of their formal approval / authorization to engage in the expanded scope activity.
Simply completing the required educational training does not permit authorization for engaging in these expanded scope activities; pharmacists must apply with CPhM and receive approval. Furthermore, to maintain authorization for an expanded scope activity, pharmacists must submit a self-declaration of proficiency of knowledge and skill as part of their annual licence renewal.
Registrants are reminded of section 18 of the Pharmaceutical Regulation in that a member may only engage in those aspects of the practice of pharmacy and perform included practices that they have the requisite knowledge, skill, and judgment to provide or perform and are appropriate to their area of practice, in accordance with any conditions or their license. It is the responsibility of every pharmacist to ensure that they practice within their scope, and that all requirements for engaging in that practice are fully satisfied, including submission of a completed application and receipt of approval of authorization from the College before performing any expanded scope activities. Performing any expanded scope activities without authorization is a violation of section 18 of the Pharmaceutical Regulation and may result in the matter being referred to the Complaints Committee.

What is Health Canada’s Community Pharmacy Inspection Program?
Health Canada is actively inspecting community pharmacies across Canada, including Manitoba. The inspections ensure pharmacy activities are compliant with the Controlled Drugs and Substances Act (CDSA) and its regulations.
The scope of the inspections is limited to activities concerning controlled drugs and substances. Health Canada may share information from Manitoba inspections with the College of Pharmacists of Manitoba and/or the police.
What if My Pharmacy is Inspected?
If your pharmacy is inspected, please take note of the following.
A Health Canada inspector must be allowed to enter the pharmacy.
- The inspector can enter a pharmacy at any reasonable time.
- The inspector may arrive unannounced or notify you 1-2 days in advance.
- The pharmacy manager or owner do not need to be present for the inspection to occur.
A Health Canada inspector must be assisted.
- Anyone at the inspected pharmacy is legally required to assist the inspector.
- The inspector must be allowed to:
- review the special narcotic prescription file and any requested records,
- make copies of or to take extracts from records, and
- check all stock of controlled substances on the premises.
A Health Canada inspector must not be obstructed.
- It is illegal to obstruct or hinder an inspector, or to knowingly make a false or misleading statement.
How Can I verify the inspector?
The Health Canada inspectors carry a certificate of designation.
