Consultation on Proposed Amendments to the Pharmaceutical Regulation to Allow Pharmacy Students to Administer Drugs and Vaccines

Manitoba Health, Seniors and Long-Term Care (MHSLTC) has proposed amendments to the Pharmaceutical Regulation to enable pharmacy students the ability to administer drugs and vaccines if they have completed the requisite training, and are under direct supervision of a licensed pharmacist authorized to administer drugs and vaccines.

To view the proposed regulatory amendments and further background context, please click here: https://cphm.ca/pharmaceutical-regulation-amendment-students-consultation/.

The CPhM Council has approved a 30-day public consultation period for these draft regulatory amendments. We encourage you to review the proposed changes and provide your feedback. Please find the link to the consultation survey here: https://forms.office.com/r/qJ8Lne2Sfc. Consultation responses are due by July 26, 2026.

Hospital Practice Direction Project Update – Conclusion of Phase 1: Needs Assessment

The first phase of the Hospital Practice Direction (HPD) project has now concluded. Through this Needs Assessment phase, evidence was captured from multiple sources to better identify and understand patient safety hazards in hospital pharmacy practice throughout Manitoba. These findings were used to develop recommendations for addressing these hazards through the HPD and through other complimentary regulatory strategies. For highlights of the Needs Assessment, please visit the HPD Project’s dedicated webpage.

The HPD project will begin Phase 2: Design over the summer. Completion target is Q1-2 of 2027.

Next Steps

This autumn, as sections of the HPD are developed, Manitoba hospital pharmacists, pharmacy technicians, pharmacy managers and leaders will have opportunities to lend their expertise and nuance to foster effective, reasoned hospital pharmacy regulatory requirements.

Please monitor the College of Pharmacists of Manitoba’s regular communications for ways to contribute to this Project’s mandate of supporting hospital pharmacy professionals in their provision of safe pharmacy practice for patient populations across the province.

The Institute for Safe Medication Practices Canada Launches SMART Medication Safety Agenda

The new SMART (Specific, Measurable, Attainable, Relevant, and Time-based) Medication Safety Agenda is a practical resource designed to help community pharmacy teams improve medication safety. Drawing on lessons learned from incidents reported to the National Incident Data Repository (NIDR), the agenda provides anonymized incident examples with recommendations mapped to the Hierarchy of Effectiveness and a ready-to-use SMART action plan template to support team discussion, documentation, and continuous quality improvement.

By encouraging a system-based approach to medication safety, the SMART Medication Safety Agenda helps pharmacy teams turn shared learning into meaningful actions that improve patient care.
