Continuing Competency Matters
As mentioned in the July 17, 2026 Continuing Competency Matters, the CPhM approved Visionary CCP Framework is now available in the Registrant Portal and via the publicly available Continuing Competency Program Project webpage.
The public webpage provides the Framework, Principles, Quick Facts, FAQ, Publications, and links for provision of feedback. Pharmacy professionals should refer to this FAQ that provides responses to several questions that were raised during feedback sessions.
The Continuing Competency Project folder in the Registrant Portal provides:
- the approved Visionary CCP Framework and an overview of the changes from the original revisions that were discussed at the webinar and Focus Groups;
- the webinar recording and slides;
- the Q & A based on the questions raised via the webinar updated to align with the approved Visionary CCP Framework, and;
- the running compilation of Continuing Competency Matters from May 2025 – August 2026 in a single document as requested by registrants.
The summary of feedback received from the focus groups and via the webinar surveys will be added to the Registrant Portal shortly.
As this information is now available on the CPhM Registrant Portal, information presented in the Continuing Competency Matters will shift to highlighting new information that becomes available on the website, calls for participation in CCP activities, and updates to timeframes and planning.
Timeframe Update: Pilot Project Knowledge Application Assessment (KAA): As addressed in the last Continuing Competency Matters, registrant feedback emphasized that the pilot project should not occur during the influenza and COVID-19 vaccination period of mid-October to mid-December. To avoid this period, the KAA Pilot Project will be shifted to early 2027.
Thank you to those pharmacists who have indicated interest in the pilot project on the Knowledge Application Assessment. We will follow up with you directly in the fall to provide updates and determine your continued interest in participating. We are continuing to seek interested pharmacists, so please click on the following link if you wish to participate or are interested in receiving more information: https://forms.office.com/r/3LMpyVAT8d.
CQI Update: The delay in the KAA Pilot Project provides the potential to field test both the use of patient reported experience measures (PREMs) by community pharmacy teams and the coaching process. Watch for further details on opportunities to participate in these field tests in the fall.

Reminder: Online Sales of Schedule 2 and 3 Drugs Are Not Permitted
The National Drug Schedules (NDS) program, administered by the National Association of Pharmacy Regulatory Authorities (NAPRA), provides a national framework that outlines the conditions under which Health Canada-authorized drugs may be sold.
The NDS consists of three schedules / four categories of drugs (Schedule 1, Schedule 2, Schedule 3 and Unscheduled). In Manitoba, the NDS is adopted through the Pharmaceutical Regulation.
To support the safe sale of Schedule 2 and Schedule 3 drugs, Council has approved the following practice directions:
- Practice Direction Sale of NAPRA Schedule 2 Drugs (non-prescription, pharmacy only sale)
- Practice Direction Sale of NAPRA Schedule 3 Drugs (non-prescription, pharmacy only sales)
Under these practice directions:
- A pharmacist must conduct an assessment before the sale of a Schedule 2 drug.
- A pharmacist must be available to assist with patient self-selection and provide professional intervention when necessary for the sale of a Schedule 3 drug.
- The online sale of Schedule 2 and Schedule 3 drugs by Manitoba pharmacies is not allowed. This includes sales through a pharmacy’s website or through third-party online platforms and mobile apps.
- Pharmacies are encouraged to review their websites, online stores, and any third-party e-commerce platforms to ensure compliance with these requirements.
To determine whether a drug is classified as Schedule 2 or Schedule 3, consult the National Drug Schedule on the NAPRA website. The NDS can be filtered by drug schedule or searched for a specific drug.
