 Vision, Mission & Values

The College of Pharmacists of Manitoba (the College) was established in 1878 as the Manitoba Pharmaceutical Association (MPhA) and is the pharmacy regulatory and licensing authority in Manitoba. Under the December 2006 Pharmaceutical Act , (implemented January 1, 2014) the name changed to the College of Pharmacists of Manitoba. The principal mandate of the College is the protection of the public.

To fulfill our mandate, the College:

  • Registers and licenses pharmacists and pharmacies;
  • Ensures compliance with requirements, legislation and standards of pharmacy practice;
  • Supports continued maintenance of competence of practising pharmacists; and
  • Through continuous quality improvement strives for excellence in the provision of patient-centred pharmacy practice and improved patient health outcomes.

The College is a founding member of Canada's National Association of Pharmacy Regulatory Authorities (NAPRA) and is a member of District Five of the National Association of Boards of Pharmacy (NABP).  In 2004, the NABP awarded the College the Fred T. Mahaffey Award in recognition of "outstanding efforts to protect public health and welfare".

To protect the health and well-being of the public by ensuring and promoting safe, patient-centred, and progressive pharmacy practice in collaboration with other health-care providers.


The College activities are based on the following values and are the foundation of what we do:

Key Strategies and Goals:

Enhance the quality assurance program for pharmacy practices
1. Develop a clearly defined quality assurance program  
2. Develop and implement a pharmacist and stakeholder awareness campaign for the quality assurance program

Continue to operationalize The 2006 Pharmaceutical Act  
1. Implement pharmacist test ordering authority in community practice 
2. Continue stakeholder and document development in support of legislation

Build and strengthen relationships with stakeholders
1. Enhance consultation and collaboration with stakeholders, provincially, nationally and internationally
2. Support the College of Pharmacy in development and introduction of the PharmD program 
3. Meet with the Minister of Health, at least, annually

Effective management of all College resources (staff, volunteers, finances, inventory)
1. Provide for sufficient resources to accomplish the key strategies
2. Be fiscally responsible
3. Foster volunteerism

Prioritization of the above Strategies is as approved by the College's Council.
